Baxter is the seat of Mountain Homes in the state of Arkansas. Its total area is 520 square kilometer with a population of 38,386 based on the 2000 census. Its population density is 27 per square kilometer.
Named after Elisha Baxter, the tenth governor of Arkansas, the place was established on March 24, 1873. Baxter has the oldest two-storey log building which housed the first courthouse building in Arkansas known as Wolf House. Registered with the National Register of Historic Places, Wolf House is situated between the White River and the mouth of the North Fork River.
